New fees

Does anyone know if the absurd increase in maintenance fees is legal? Does anyone have the manual that supposedly allows the new owners to raise the fees so dramatically? Does anyone know the status of the construction across the street? Please contact gmonpere_1999@yahoo.com Thanks
