Shouldn't there be a listing of timeshare weeks that are in demand?

As a timeshare owner, I know that it doesn't make any sense to reserve a week at a resort that no one wants, or that the week is not one that matches the demand of other users. Wouldn't it be great if users could publicly post the dates they want along with the resorts they desire so that timeshare users could contact them to narrow down dates and selections?

Once narrowed down, if this is the first transaction with that person, the timeshare owner reserves the week and provides the requestor with the reservation. Typically, a timeshare owner will contact the resort to notify them that another party will be taking the reservation. Paypal could be used to park the money for the transaction until the requestor is satisfied that the reservation has been made.

In the event that the requestor is not satified with the resort, or the timeshare owner did not make the reservation, there would be checks and balances to ensure, first that the reservation is made (requestor calls the resort direct to ensure the reservation was made, and for the specifications of the requestor). The reservation would be made far enough in advance to ensure that the timeshare owner could cancel the reservation if the requestor cancels.

There should also be a window of time for this process, after which, the agreement is set and all parties are committed to the transaction. This ensures that the timeshare owner is not burdened with making last minute arrangements.

One problem is that reserving a particular week, especially a high demand week often needs to be don3 10-12 months in advance for most timeshare resorts with float or point reservations. Most renters especailly to drive to locations don't start looking until 3-6 months and sometimes less before check in. A time when most prime reservations are long gone. Owners need to guess on popular week.

Paypal does almost nothing to protect the timeshare owner renting out especially when paid by CC. The CC almost always sides with the card user even when a contract is in place.

Please explain the CC. I am not familiar with this term. Also, if Paypal is not the answer, is there another financial vehicle that would better serve this arrangement?
