When it comes to Bellaire Profeco has little effect. Profeco can only be effective if the resort is a legitimate entity. Numerous parties have filed a complaint with the Profeco office and got a positive ruling in their favor and still Bellaire did nothing to refund monies. They simply don't abide by any ruling authority. Thieves don't give back $$ just because a government office says they should. Profeco has no teeth to make the crooks pay up. I'm not saying that you shouldn't file a formal complaint but just be aware that the likelihood that you will get anything is remote. I'm still of the belief that the only justice in this whole mess is to put pressure on the Mexican Government to crack down on these crooks and lock them up and throw away the key as well as seizing their assets to compensate those that they ripped off. The Bernie Madoff approach

I am writing in response to Renate6. We also purchased at Belaire because we believed what the developer told us. He found out that what owners hate the worst is the maintenance fees that go up and up. He promised no fees and a buy back program, which as far as I can find out, never was inacted. We love vacationing in Mexico. We have met several persons who love to go from timeshare to timeshare just to collect the gifts. Not a good way I enjoy a vacation. We did get stuck in one recently and when we did not buy the sales person told us that we were in the computer and that we could not attend one next year. All I said was "Yeah". Most sales persons are Americans, Brits and from Canada, not Mexicans. Most of them do not even listen what your response and they are busy thinking of another way to sell. We just received another newsletter with the same lies and a few new ones added. Nothing new.

You will never see any money even if they loose in court. The Mexican government is to corrupt. Bribe the official and continue the scam. Put these people in jail and seize every asset. Homes,cars bank accounts everything. This of course will never happen.

We too are waiting for our money from Hotel U Resorts. They say the payout is very near - we are waiting and then we will take action.

I have never seen a posting that a member actually recieved any money on the buy back program. Why should they pay back money? They would perfer to just keep on selling and selling or lying and lying. We just received the March newsletter with more of the same nonsence. Now they say they are working on a the budget. That sounds exciting. On the second page they relate mostly about the building of the casino and that they have three items that they are zeroing in on that are 1.The Construction 2.Sales and 3.Buy Backs. I sure hope they still have the sales shelved as they did in January. I still think all is a lost cause with this group. If anyone received any money write and tell me I am wrong about getting their money back. Then I will believe that hell can freeze over.

And you believe that??? Have you been reading all the posts??? This has been going on forever. There is no money, you will never get any money. So dream on. I bought in the beginning and didn't leave PV until I had my money in hand. Might as well take the Tax loss before it's too late for that. Give it up pal, you got screwed.

why, then, did you buy at Bel Air? NLP? The possibility of a great deal? Use? I doubt the last was the true reason. Most people who complain about timeshare hoped to make a silk purse out of a sow's ear and didn't buy for the basic reason the program existed. I know that doesn't account for scam artists, but why DID you buy?

PROFECO is simply an independent NGO Better Business Bureau that has no real teeth but can help if you have a real case to present. You'll need to speak Spanish or at least have an interpreter and all the relevant and provable facts. Claims of NLP won't help your case. And if you don't know how to find your opposition (defendant) PROFECO can't do that for you.

I never said to avoid fracational or timeshare ownership. There are thousands of legitimate timeshares out there, the one I have down the road was and is wonderful it is just that we have almost used up all our time there and were looking for another one as we travel to PV every year. The problem with the Belaire is that they are thieves. They also prey on people who were trusting who already had timeshares and offered to buy out our existing weeks and put the money towards the Belaire timeshare. Sounds reasonable to me. Lucky for me I figured out it was a scam before I actually signed over my existing timeshare but most people didnt. They not only signed over what they had but then gave more money for the Belaire to give them nothing but a nice dinner for buying a time share. The only way anyone is going to get their money back is to convince their credit card companies that they didnt get what they paid for. If you gave them cash or a check you will never see your money. Nobody has ever gotten their money back by some buy back option they keep going on about. These people are not honest people so you can call profeco all you want, they could care less, dishonest thieves dont honor profeco or court orders. I wish I would of checked the internet before I bought, but I didnt, none of the people who bought did. As existing timeshare owners we just wanted to upgrade to a nicer place. It was not cheap, We paid only $10,000 for a Studio for 150 weeks down the street 15 years ago. I think the $50,000 plus the remainder of our existing weeks that we paid the Belaire, was not us looking for a freebee! Like I said before, go soak your head and stop putting down the honest hardworking people that believed these con artists. Be glad you were so smart that you stayed away, because everything else you say is dumb. My credit card BMO gave me back my money, good luck to the rest of you, I feel so badly for you. It would of been devastating for us if not for our credit card company refunding our money because we did not get what we paid for. Rena and Steve Turner

Don't mind answering that at all. We purchased a timeshare in PV pre construction at Villa del Palmar over 20 years ago. We have 4 weeks and have gone every year since we purchased. Our ownership is about to expire and we were looking for something else. Belaire had just started up and hadn't had any bad press yet, at least not that we had heard. It was beautiful, sounded good, and we bought it. Plain and simple. We did it before and had no complaints so why not try it again. When we got back to our resort we talked to several local people who told us it was a scam. One of these being the OPC that sent us. We went to the room and read everything and realized it really was too good to be true. Next day we took a recession letter to Belaire and also went to the Profeco Office which was then located in El Pittiel (sp) The resort did not want to refund our money but there were a lot of potential buyers there and we made a lot of noise. They credited our card and sent us on our way. We have since learned that if you want to buy in Mexico stay with the established resorts not these new fly by night operations that are moving in for the kill then moving on with everybody's money. The Mexican Government is going to nothing to stop them. The four and five hundred, some going as high as seven hundred dollars the timeshares are paying to people for going to the presentation is being put right back into the Mexican economy. The restaurants, bars, stores, etc. That's thousands of dollars a day. They aren't going to give that up and all the complaining and letter writing people do will still not discourage people from going after that cash. I told two people not to buy at Belaire even took them to an Internet Cafe and showed them this website. Guess what, they bought anyhow and are part of the group not getting their money back. My case and many others were different we were not forwarned. But these people knew better and still fell for the scam. It has been going on for years and will continue for many more. Every year now I go to a presentation, get my spending money and enjoy spending it but never again will I get caught buying from one of these scam artists. Sure I will take their money. They were going to take mine and give me nothing for it. At least I am giving them my time as promised. By the way I did buy three more weeks at Villa del Palmar at least I know it will still be there next year.

IS THIS A SCAM ? My husband and I were contacted at home telling us the Hotel U wanted to buy back some of our weeks, they said we needed to send them $8,000 for paper work, ect...After sending our money we heard nothing or recieved nothing so we went to the Hotel U in Puerto-Vallarta November of 2011 only to hear that we needed to come up with another $10,000 to pay the taxes on the money that we were going to receive to buy back our weeks from the Belaire which is now the Hotel U. The man went by the name Mario Santori, he stated we paid $35,000 for the Belaire weeks plus we bought another one the following year that was $35,000, and being Belaire it no longer existed. He said that it was the Hotel U now and they were buying back these weeks and that we already gave them $8,000 to start the transaction and that was only for the paper work but now he had to collect for the taxes. He said the Mexican government needed to be paid this money in order for them to be able to pay us the money to buy us back. Well, we wanted the Hotel U to buy them back from us and he said we had no choice, He said he was sorry but this is how their Government works. So we payed them the $8,000 he said we owed. Well nothing was heard from them so this March we went to pay them another visit. We again met with Mario and he said the same thing but this time it was $10,000 for capital gain. I told him we wanted to think about all of this and he said we had to pay it right then and there, and then the Hotel U would pay our flight to Las Vegas and thats where we needed to go to get paid our money. Again, we felt this had to be true. He said he would call us where we were staying and he would make all the arraingement for us to fly to Las Vegas so we could get paid. Well we were stayng in Puerto-Vallarta for 3 weeks, and after we thought about it we figured we would go back to talk to Mario and let him know we could fly to Las Vegas now seeing we were on vacation with no commitment. Well we showed up unexpectedly on their behalf and Mario walked in and immediately said he needed to catch an important phone call. With that he left the room and the security guard walked up to us saying Mario left the building and we needed to leave. We were escorted out of the building so we stayed outside by the street, we knew Mario never left the building because his car was still there. Our friend who stayed outside waiting for us watch this whole thing take place. Well after waiting for 45 n=minutes, Mario never came out of the building so we deiciced to go to Profeco. Our friend spoke Spanish,no one spoke English there at the time. PROFECO STATED THAT THEY HAVE MANY PEOPLE LIKE US CONCERNING HOTEL U WHO HAVE ALSO PUT IN COMPLAINTS but they wouldn't go into specifics. The sad part of this all is we believed Mario and the HOTEL U, and so has many many other's...I have cried to think we were lied and deceived by Mario,the hotel U . This is what the Hotel U sent us in a newsletter :

They will be sent back to Puerto Vallarta by truck. When the pre-fabs arrive they will be installed into the Casino. The same crew that will do the construction for our Casino has just finished two Casinos’ in Veracruz and Puebla. They want to com- plete four Casinos’ within five months. They will be ready to begin construction this month after the Easter Holi- days. They are shooting for the Grand Opening of the Casino in August. After the Casino is completed, the tower will be next for its completion, eve- ryone is excited, and every- thing is a Go!

I WAS SURPRISED TO LEARN THAT MARIO WAS THERE U HOTEL. AT WHEN WE WERE IN PV IN FEBRUARY HE WAS BUSY SELLING TIMESHARES AT GRAND MIRAMAR WHERE I SPOKE TO HIM SEVERAL TIMES. THEREFORE, I CONCLUDE HE NO LONGER IS WORKING THERE. MARIO HAS SO MANY LAST NAMES IT IS HARD TO KEEP TRACK.

THE NEWSLETTERS ARE SO CRAZY. MARIO DENIED KNOWING ABOUT THEM. READ MY EARIER REPORTS UNDER THE NAME WALACE.

on your response to Mario at the Grand Maramar we heard from a couple that the Grand Miramar is doing the same thing, asking people to buy back their weeks, Mario is a talented man........ he has fooled many people..... guess he is very good at his job.....

You stated you are waiting for your payout......you will be waiting forever....its a scam.....we recovered the last $10,000 we paid to them this last March ,2012 because we went to Profeco and served papers on them, but we also did it before the 5 days were up. Mr Luigik.......you must be one of the honest people who is either working for the Belaire scam or now so called U....... You throw your sarcasm out there but dont know what your talking about.... maybe we all would listen if you were ripped off like many of us have been from the Belaire, and now the Hotel U.
