Correct. Timeshares, even in Mexico, can be good for an owner if the owner has done his research and has the means and liberty to use them. Unfortunately for many owners, they buy at those sales presentations (in other words, not doing enough research) and then, when they find out that owning a timeshare there doesn't fit in with their travel needs, preferences, and circumstances, they go slagging the whole timeshare industry.
