That sound like a typical event, older resorts not getting the support they should. Do you think this is beacuse people (owners, other vacationers) perpetuate this? They want to vacation at the best and are wooed by the new resorts so developers spend the money on the new resorts to promote them? When a resort is sold out, the extra developer money is no longer there so the resort is not maintained as well.
