I suspect that their one seat is a grant. Their second is by election since they own and vote a block. They will never be ousted until we can get the "real" owners to actually take the time to vote. I think that if the owners could take control, there could be open bidding on things like maintenance contracts and not an automatic assignment to Diamond.
