I believe nothing will work except a Class Action Lawsuit. Both classes of owners would sign on. Such a suit could get them for Punitive Damages as well. A State Gov is unlikely to do that. Even as a Weeks owners we have been damaged by an unjustifiable increase in Maint Fees.
