Yes, you can always reserve and occupy at your home resort. However, if you want to trade back into it in the future, the value of the points they give you for giving up the week will typically not be enough to trade back in. I talked to a Marriott representative about this today, and he said the system will definitely need tweeking over time because of various inequities that are becoming apparent. My question is, how do we know if they will ever get it right, if that is even possible given all the variables involved?
