We share you point of view about Belaire/U but don't believe it will EVER be built. You will learn from Profeco that it's best to file a complaint by email. They indicated that they get back to you with 3-4 days if you scan your contract and case to them. If you file a claim in Mexico, you must then appear for a hearing months later in Mexico.
