The only way to fight it is to bring legal action on a private basis. The State of Hawaii has pretty much said they won't do anything even though DRI is clearly violating state laws. That means either an attorney who thinks there is some money from DRI at the end, raising enough group money to fund an attorney, or finding one, perhaps an owner, who will take them on.
