They are doing one building the first year and two per year after that. The funding is spread over five years with some front-loading to cover start-up costs. I hate DRI as much (or more) than the next guy, but other than bad maintenance over the years letting this happen, they seem to be handling this issue pretty well. (I hate to say that)
