What the association can do is cancel their affiliation with the exchange companies. I believe it would be VERY hard to get that vote out of the majority, even if that is an issue that can be put to a general vote according to the association rules. What any individual owner can do if they disagree with the rules is "talk with your feet" and cancel their individual exchange company membership. Stop paying the membership fee and the exchange fees. Unless you do, with exchanges, you are bound to their rules, like it or not.
