It depends entirely upon the individual resort and the individual unit --- and the honesty of the advertiser (I assume that you are asking this question as a result of looking at listings). Someone could claim that their condo has a "water view" even you could only barely see water somewhere off on the distant horizon through high powered binoculars (but maybe not at all without them). Frankly, a much better approach would be to specifically ask the individual advertiser of a listing exactly what "water view" means in their particular instance, in terms of distance away --- and, by the way, exactly WHAT "water" are they talking about? Is it just a "water view" of a little man made retention pool for storm water overflow --- or what, exactly?
