That is my understanding. I asked "Contact RCI" the following:
"I understand that neither WEEKS nor POINTS members are permitted to rent out weeks received through RCI exchaanges. If a POINTS member chooses to keep his home resort week rather than depositing it with RCI POINTS, may he rent out his owned week just as a "WEEKS member can?"
The RCI Customer Communications Specialist said, "RCI Points members join RCI on a contract basis. Since the membership is committed to RCI for the contract term, RCI Points members cannot rent out their vacation time to other RCI members, as it is a violation of the contract."
I am not sure why she mentions not renting to "other RCI members" specifically. Possibly because I had made some reference to RCI WEEKS. But that does not really seem relevant. Go onto the RCI site and ask if you are still uncertain, but the simple answer seems to be "No". There are 20 pages of rules posted on the website under RCI Weeks Terms and Conditions. MD
