Kekouri is telling you, quite correctly, that you cannot rent out (for profit) a week which you have obtained through RCI via an "exchange". Depositing your week (or apparently Wyndham points, in your case) with RCI, and then booking something else with that deposit is an "exchange". Any "exchange" week which you have reserved in this particular manner simply cannot then be rented out. You can (if you are complying with RCI rules) only get a guest certificate for someone else at this point, if you don't intend to use the week yourself. You can only charge that person receiving the guest certificate UP TO (i.e., no more money than) the total cost of obtaining that "guest certificate". If you attempt to rent out an exchange, and the resort and/or RCI becomes aware of it, you risk having your RCI membership suspended or revoked --- and you also risk having your would-be "renters" turned away from the resort and refused occupancy.
