Thanks Jayjay. I just sent an appeal letter to the manager of billing inquiry department by certified mail this morning. In my letter, I outlined all the reasoning (true facts with support documents) that justify my request. I hope this helps. Profeco has telephone number, but so far everything I communicated were via email and regular mail. I will contact them by phone to follow it up (I hope that I speak to someone that I can understand).
