Your actual question then is (...or should be) about the "usage period" for your EOY issued points. As stated already, each "Points" system (and there are MANY of them) has its' own, unique, in-system rules. Your system MIGHT require that your EOY points be USED IN THE SAME YEAR OF ISSUANCE. Personally, I have no idea --- this is something you should determine for certain from whoever administers the "Monarch" system points usage....
