Absolutely true, actually. NO ONE needs a license for timeshare resales, regardless of the state involved. People sell their own timeshares every day of the week, for example. It is also neither illegal nor uncommon for a company to have its' own "in house" closing services.

That said, Vacation Property Resales is indeed a pack of thieves, so at least your ultimate conclusion is correct. Vacation Property Resales is also currently under investigation by the Attorney General in Florida.
