I won't defend Holiday (nor would I personally choose to do business with them), but I nonetheless do NOT share your stated belief that Hoilday is "scamming" people.

Holiday has lots of advertising and transaction business to conduct, with fewer people working there to do so, while dealing with numerous other entities which have their OWN reduced staffing levels (such as Wyndham, to cite just one very specific example). These days, it's not at all unusual for a Wyndham resale transfer to take 6-9 months, regardless of seller OR buyer identity.

In short, while I can understand your frustration, I frankly think that complaints to the (powerless) BBB and / or the state AG may prove to be premature, unwarranted and pointless. The AG office deals with violations of law --- and it's certainly NOT "illegal" to be (unavoidably) slow in completing multiple transactions with a greatly reduced staff. There is no law in ANY state which identifies or defines a specific time period within which a timeshare transfer must be completed.
