You do indeed need to have a real estate license to resell timeshares. That's why these scam artists are scams. They say (or at least imply) that they will sell your timeshare for you even though they are not licensed to do so.
If you do not believe me, ask them to send you a copy of the contract before you pay them. Look for disclaimers such as "We are not licensed real estate brokers", or "We do not get involved in the resale process."
What you can legally do is advertise it for sale (like here on RedWeek). When you find a buyer and an agreed-upon price, then look up a closing company (which are licensed real estate brokers) to do the legal paperwork for you ($100-$300 approx.).
