In all honesty, if you want to vacation in Mexico, you're better off renting from owners. You can find many being offered for rent for less than the cost of the maintenance fees. Check out the rental prices here on RedWeek. See also E-bay or My Resort Network.
Timeshare Users Group (aka "TUG"; tugbbs.com) has a Last Minute Rental section where you can advertise that you would like to rent from someone. The rental can not start more than 45 days from when you requested and the owner cannot charge you more than $700 per week.
If you still feel the desperate need and urge to own a timeshare in Mexico, check out E-bay. Many are being offered right now for around $1 with the current owner paying closing costs and transfer fees.
Again, you might want to check out TUG's Bargain Deals section where people are giving away timeshares.
Anyway, run away from Pam's offer.
