If I were one of the victims I would send the letter every week until someone finally listens and does something about it. Keep flooding them every week until you wake someone up. Do it with every state Attorney General. Sooner or later someone will take action.

Just another suggestion. Why not go on a letter writing campaign to your senators and congressmen and have them apply pressure to the state Attorney Generals to investigate. Don't take no for an answer. The squeaky wheel gets the grease.
