I think you'll be waiting for a while. The problem with him is that he is hidden... The Beverly Hills address he lists is just a postal mail forwarding company that can forward the mail anywhere in the world (just Google the address). There's no record in California of "Vacation Homes Only" corporation or LLC (all public record - http://kepler.sos.ca.gov). Is he perhaps a solo guy using a DBA? Nope. You can search LA area counties for a DBA (solo proprietorship), and there's no record of "Vacation Homes Only" in any LA county.
I'm sure he's registered somewhere because he is able to cash the checks issued to his business name. But trying to get him to issue you a refund will be pretty tough I think, because you first have to find him.
