Deedback policies vary among resorts (and the policy can change at any time, even at the same resort) but residency of the timeshare owner is generally not much of a factor in HOA policies on "deedbacks".
You will have to contact your resort HOA directly to obtain current and accurate information "right from the horse's mouth" regarding their deedback policy and practices. The fact that you reside outside of the U.S. means that the resort has no "collections" leverage if you simply stopped paying your fees (and the HOA certainly knows this) so that might work in your favor Good luck.
