Legal action is pretty sketchy. Since this is in Mexico, are you going to use Mexican attorneys or American ones? What did Grand Mayan do that was actually illegal and worthy of legal action? You would probably be spending a lot of time and effort (and maybe even money) chasing after something.

Your best bet is just to stop paying and accept the loss of what you already paid.
