I would definitely report this to the Texas Attorney General. This is the only way all upfront fee scammers will be put out of business (contacting Atts Gen in the state the scammers are located) .... that and reading forums like this one that tries to educate.

If people sit by and do nothing then the thieves will continue to lie and steal your money.
