Have you thought about reporting TSRS to the Attorney-General of the state where TSRS is located? You can do this easily on-line.

As for class-action suits, I would be cautious. Many lawyers who initiate such suits seem to be just in it for themselves and their wallets. Just take a look at what happened when there was a class-action suit against RCI claiming they were unfairly renting out deposits. RCI members got minimal dollars while the lawyers were laughing all the way to the bank.

If you do go with a law firm to initiate such a suit, do not pay any upfront fee. The firm's take should come out of the proceeds of the settlement.
