I am not interested in selling. I just want to transfer the deed to someone else. I would even pay the transfer fees. Is that possible?

Yes it is possible. You would have to find a taker first. Once you find a taker, you can use a reputable transfer company like the one here on RedWeek or Legal Timeshare Transfers.
