If you exchange are you treated as an owner at the resort you exchange into?

I am wondering if you get the ownership benefits of the resort that you end up staying at if you exchange or if you are considered a guest and have to pay the higher costs of use?

There really are no "higher costs of use to pay" in an exchange, except for the exchange fee itself (paid directly to the entity brokering the exchange, not to the resort). The only difference to an "exchanger" is invisible and occasional; the best unit locations at many resorts may not be made available to "exchangers", often being (entirely appropriately) allocated for booking by owners at that resort booking their "float" week reservations. Exchangers generally get what's then left over. That's entirely fair and appropriate, since it's the owners (not the exchangers) who are paying the annual maintenance fees at the resorts.

So, when I toured Mystic Dunes they said that the Mini golf was free to owners but was $6 for guests. As an exchanger if I was to exchange into Mystic Dunes I am then considered an owner? They also offered $30 off per round of golf to the owners. That is what I am wondering. As an exchanger can I take advantage of those owner benefits?

Your revised (and now much more specific) question is clearly one which pertains to just one particular resort. I do not know this resort or its policies or practices; perhaps a previous "exchanger" into this particular facility can provide you with an answer. If not, one simple phone call directly to the resort will certainly do so...

If you exchange into Mystic Dunes and you don't own there, you are then considered a guest ... not an owner. An owner is someone who holds a deed to a timeshare at Mystic Dunes.
