I believe Interval International's website (intervalworld.com) has a place where you can find charts that show various areas of the world with respective times of the year for demand.
As for what weeks are "red", well that depends on who is ranking them and for what purpose. RCI designates certain units as "red" (highest demand) "white" (moderate demand) and "Blue" (lowest demand). Those generally are for exchanging purposes only. With RCI's system you can generally only exchange for a week of equal or lesser value.
I'm not too sure how various resorts that have floating weeks designate weeks of greater and lesser demand. They might do it color-coded. They might do it with elements (eg., gold, platinum, silver, etc.). Whatever the case, as with RCI, you can usually only book a week of equal or lesser value than you own.
