buying a resale

could somebody tell me how to buy from an owner and why are the prices so low compared to walking off the street

I think the prices are so much lower because the owners just want to get rid of them. We bought ours several years ago and do not use it anymore, we either rent, donate or give away our time. I would love to sell ours Sue
