So what exactly IS the scam?

If they convince people to pay big bucks for a timeshare from a developer, then IMO that is not a scam, it's just stupidity on the part of the buyer. If they are telling people the units can be rented for thousands of dollars more than the market value, then yes they are being fraudulent.
