Frankly, my advice would be to NOT even consider buying at this time. Instead, you can rent timeshare weeks where / when you might want to go, without the ownership obligations of annual maintenance fees. Also, with young children, your vacation "windows" will be limited and will change with time (i.e., become even MORE limited), making the constraints of reservation and scheduling increasingly difficult.
As far as "all inclusive" resorts go, they are mostly in Mexico. You certainly won't be seeing any offers for "cheap stays" at ANY all-inclusives (unless you pay the full "inclusives" portion yourself). Moreover, with young children, I'm betting that Mexico is not high on your destination list to begin with anyhow --- particularly lately.
There are very few (if any) "dirt cheap" deals anymore ---in this economy those days are mostly gone. Currently, all you should reasonably expect is some low value gifts and vouchers for enduring the high pressure sales presentation on site. Since buying retail from a developer would be foolish anyhow, the little trinkets, coupons, vouchers, etc. are not even worth your time (in my opinion, anyhow).
Just my personal thoughts; I hope this helps in some way.
