If the owner can find a renter, then yes he can get some rental benefits. But please be aware that finding a renter takes due diligence. It's not easy finding one. Many that are advertised for rent each week get no takers.
Also, it's a very competitive market in this economy and many have to undercut competitors --- sometimes so much so that owners cannot recover the maintenance fees from the rental price.
Whatever you do, do not pay anyone a large upfront fee to sell, rent out, or market your timeshare as this is always a scam!
