Maintenance fee

If I was given a premier week or bonus week upon timeshare purchase am I obligated to use it and pay the maintenance fee?

It would depend on what your contract indicates. In general I would think a bonus week would not have any fee obligation unless you use it but it all depends upon what you agreed to.
