Is Marriott Vacation Club discouraging rentals with this new requirement in their reservation process?

MVC recently add this check box on the online form to reserve a week with points -

"By checking this box you are affirming that the reservation you are making will not be used for any commercial purpose, including any pattern of occupancy, rental leasing, or use by a member that the program manager/exchange company, in its reasonable discretion, could conclude constitutes a commercial enterprise or practice."
