I've reported some scammers after they got me to "list" with them and or disappeared. (I've been conned more than once.) I usually pay too much for cars also... If any responses came back, they were form letters stating they'd "look into it" It'd be nice but probably illegal to start a list of these scammers. Perhaps a list of reputable resale companies would be more useful and take less effort... (;o}
