This is one of the many points I raised at one time. But, in construction, Bonds in relation to completion, performance, quality & workmanship are normally between the Contractor and the Owner. The point that I raised at one time is, the Trust fund that is supposed to be a requirement by the City of Puerto Vallarta for Developers to ensure that they complete development projects that they start. This was supposed to be a regulation passed by the City because of those uncompleted buildings which became a sore eye on the City's scape. The amount supposed to be placed in trust by a Developer would be equivalent to the estimated cost of the development. This trust amount is supposed to be held by the City until the project is substantially complete otherwise, the City will utilized the trust fund to have the project completed. When we purchased our unit with Belaire, this was a Point that the Seller assured us which gave us a confidence into buying. When our group of Frustrated Co-Owners submitted a Petition to the City of Puerrto Vallarta, this is the Point that we emphasized. So far, there has not been any action by the City. We wonder WHY? Copies of the Petition were sent to PROFECO, and other Mexico Government Departments and similarly, the Petition landed into deaf ears. For all of us co-owners who got allured into this mess, please forward your complain by sending a Registered Letter to the Office of the President of Mexico. Copy their Toursim and Justice department as weell as Major Newspapers in Mexcio. It appears that we are against a well-organized developer with great influence and we need to wake up the various head of States in Mexico.
