So if this thing ever comes to some kind of settlement...or whatever the END of it is, there will be lots to sort out. Those who are in full compliance probably will have the better outcome (even if it's bad), than those who are out of compliance somehow. You need to weigh your cost versus the risk of being in a lesser status than other 'owners'.
