Whatever lame version of "contract law" exists in Mexico is surely not worth the frustration or expense of fighting; you will never win any such battle. You would just be unnecessarily (and futilely) pumping more dollars into Mexico.
Pay them not another nickel and just walk away and don't look back if you do not intend to use your Mexican RTU "membership" in the future under the existing terms.
