The above poster has the basic idea, but you do not get points for purchases made with your room key card at the resorts (ie. food, bar bills, store). You acquire points through the Royal Vacation Club (air transportation booked through them, renting additional nights, that sort of thing) or through referrals. If you refer someone who eventually purchases a villa, you will receive $250 in points. At check out, the points can be converted to dollars, 1:1. The person purchasing a new villa has to give your name as the member who referred them. The salesperson then has to do the paperwork in order for you to get the points. There is a Royal Resorts Points desk in the membership room at the Royal Sands. I can't say for the other Royal Resorts. Membership is easy, and free.
