I do think that smoking should be allowed on the balaconies only.

Actually, it would be my wish that smoking even on balconies would be eliminated at all resorts, since smoke can irritate those units on either side of the balcony, below and above, especially if the neighbors are sitting on their balconies or have their balcony doors open. I have heard complaints of such many times on the various timeshare forums I read.

Smokers are the definite minority and they should not be allowed to pollute everybody else's clean air around them.

Sorry to be so blunt, but smoking related illnesses killed both my parents and I'm sure I have some residual side affects from their second hand smoke (I had asthma when I was a kid and I suffer from allergy problems now).

I completely agree. Being involved with timeshare security, I know that smoking on the balcony only is very difficult to enforce. Even when you can smell the smoke in the room, they can state that they were on the balcony and the smoke came in throught the slider. Complaints are constant from nearby guests. Banning smoking from the entire property gives us the power to protect the other guests on property from an abuser of the rules. It keeps them from having an out and allows us to do our jobs.

As a timeshare owner and non-smoker myself... I would rather not be affected by somebody else's bad habit.
