Some resorts and timeshare companies (you say Shell Vacations) will take deedbacks .... the majority do not. You cannot force a resort or timeshare company to take a deedback if that is not their policy. If deedbacks were the norm then you wouldn't see all the free and $1 timeshares.
On another note, if all resorts and timeshare companies took deedbacks then those entities would implode in a very short time as they would have no source for maintenance fees coming in and the resorts would deteriorate rapidly. There are those people that are truly in a bad financial situation but then there are those that are not financially strapped and they just want to unload their timeshares and the maintenance fees that go along with timeshare ownership. This is the main reason that most won't accept deedbacks.
