What is customary, is what you agree to. You should have a rental agreement that spells it all out. I am not familiar with "general excise tax" as in renting our units I never came across it. I have seen some with the transit tax, IMO just another way for state, county to pick up extra bucks. Short answer to you question, in the rental agreement I use, the renter pays for any and all cost incurred while renting.
