LIMITED EXCHANGE ACTIVITY

New buyer question.

I am looking at a RTU floating (varies) Annual time share resale. The listing states this is an “Ownership is a membership” weeks 1-52.

I noticed on one of the exchange companies (II) that the property is listed as “LIMITED EXCHANGE ACTIVITY”. How does that affect a new owner trying to reserve a peak season week at their home resort? Does that mean that they may be challenged book a peak season week?
