When did the success fee go up from $99 to 5% of the rental amount

This is ridiculous, a pure money grab. Maybe you shouldn't charge a listing fee upfront, if you are going to charge 5% of $4,600 for an upscale resort (which is $230 success fee).

I am very unhappy at paying listing fees and now this. When did this change?

The vast difference in posting prices no longer supports a one-size-fits-all success fee pricing model. In fact, lower-priced rental postings have been subsidizing higher-priced ones. Our updated success fee structure addresses this imbalance, resulting in lower success fees for many postings and more equitable success fees for other rental postings. We remain committed to being the safest, most secure marketplace and delivering the best possible rental experience for timeshare owners.
