If you buy points from a private party; can Holiday Inn deny raising you to the next higher tier because you did buy at one of their properties during a “owners update”?

From what I’ve heard, Holiday Inn Club usually treats resale points differently from developer purchased points, especially for tier benefits. So even if the points transfer successfully, they may not count toward elite status upgrades unless they were bought directly through an owner update or sales presentation.
