Very true .... even with non-smoking units many people will smoke on outside balconies or lanais and the smoke enters other units or to others sitting on their balconies. What should happen is that all resorts should have a non-smoking policy anywhere on the resort premises .... if people have to smoke they'll have to leave the resort to do so ...... inhaling second hand smoke can be a life threatening situation for many people.
