That use to be the case, but RCI told a group of us at the sales pitch meeting to get deeded owners to switch to the point system, for $6,000.00, that point owners get preference over deeded owners on choosing locations to exchange into. If you sign into the RCI website now, you have to choose whether you are a points owner or a weeks owner before you can start your search.
