In a single word --- NO.

You can get (and pay for yourself) a guest certificate to let someone else use the week you have acquired via exchange, but you absolutely CANNOT rent out an exchange. Period, amen. If you try to do so, your would-be renter could be turmed away completely at check in -- not to mention that your II membership could be outright terminated (withot refund) for clear violation of their terms and conditions of membership.
